Tons of Birds...No Fish

A local buddy was recommending I hit the discharge today, considering the overcast skies, new moon, outgoing tide, and storm system approaching. He said doing a steady bottom bounce would be the hit.
High tide was 11:56am and arrived just before 2pm, seeing tons of gulls, red throated loons, and hooded mergansers.
I tried bottom bouncing a number of soft plastics all rigged with a 3/4 ounce Hurricane jighead. Lures included a chartreuse curly tail, silver pearl Subwoofer, orange gold Bomber Shad, and 3 1/2" dark green tube.
Fished for about 2 1/2 hours but never got a single hit no matter where I casted.
I told the buddy who recommended hitting the place and he was so surprised. I told him how cold the water was even where the water was flowing out of the turbine. He asked me if there was steam and I said no. He then said that goes to show that the water from the turbine isn't warming the colder water.
I am DONE with that place until the local buoy finally hits the upper 30s and 40. Water surface temp read 33.8 while I was out there.
