River spots for cats and carp

Im searching for CT River (or other rivers) spots in the central ct area that hold cats and possibly carp. I have a 12 footer with a small outboard so id rather use that then sit on shore. Ideally something with slow current like a cove or inside bend. I took a look at KEENEY (with help from PECO) and its a possibility but its always better to have multiple options. Ive been a bass fisherman to this point but i like to hunt the bottom beasts too. I fished the Mississipi from source to the delta and i got hooked on big fish. Enfield to Middletown is where im looking.....any ideas? And to complicate matters, any night spots for cats that you dont get harassed by local police?
