Horse Power Restrictions

I have read the fishing guide sections on lake and ponds over and over. I understand both motor restrictions...well sort of. For a fact I know if the rules say "no internal combustion motors" it's just no.
Horse power restriction does it mean that you cant launch a boat that has a motor that exceeds the restriction or that it is perfectly fine to launch as long as you dont use it or start it. Does anyone know for sure
Is this written somewhere?

you can't use the motor if it exceeds the limit but you can certainly use your boat in that lake, you just have to use your trolling motor.
