Hey Steve, Finally found an answer for you here, hope this helps!
According to the CT DEP, you cannot take river run alewives by any means. However, if you are fishing a landlocked body of water that has alewives in it, you can take them by angling and scoop net. Not sure about minnow trap.
Alewives can be collected legally in the following bodies of water:
The DEP prohibition does not include landlocked alewives from Amos Lake, Ball Pond, Beach Pond, Candlewood Lake, Crystal Lake, Highland Lake, Lake Quassapaug, Lake Quonnipaug, Rogers Lake, Squantz Pond, Uncas Pond, and Lake Waramaug. Alewives in these lakes may still be taken by angling and scoop net as established in state statute and regulation.
If you're planning on using them for bait, please be careful not to introduce them into bodies of water where they don't already exist.
