Rare Shoreline Chunker's Catch

Yesterday evening while I was hitting the blues at Remington, I saw a person catch what I'm pretty sure was an oyster toadfish. Had a similar shape and color to a sea robin but was small and its tail was more like an eel or tadpole. I've never seen a chunker from shore land one.
