Where are some places (locations) parks beaches off the road spots, to catch decent blues / strippers on or at the end of the CT river?

Wish I seen this earlier to help you out. Still a little on the early side for big blues down there, but you can get em. My buddy has been hittin one or two every night, up to 10 lbs or so. But anyways...

The DEP pier in Old Lyme. Its off 156 i believe. Bring a long net though, as you're maybe 6ft off the water. Thats where my buddy has been hittin em. Cast out far though, its shallow in close

The boat launch in Old Saybrook is supposed to be a good spot for stripers, only fished it once though. Right by/under the highway bridge.

Behind the Dock & Dine is also a well known area. Heard of some crazy stories from there. Its in the 20ft range not far out. Again, bring a long net. Even higher than the DEP pier.

Lastly, a place commonly known as "the canal" from what I've heard. I have friends who swear by it more into fall for blues. I've personally never been, and no one could give me specific directions. From the details I was given, it sounds like South Cove. You can look it up on a map for directions. Early mornings more into fall, though, bluefish-a-plenty.
Maybe thats not the area they spoke of, but it still looks like a good spot. Drove by it an the boat last weekend. Bunker and shad come in that area in the fall, so have your snag hooks and shad darts ready in case the opportunity for fresh free bait comes your way.
