Notice of Coastal Consistency Review
State of Connecticut
Atlantic Mackerel, Squid and Butterfish
Fishery Management Plan, Amendment 9

The Department of Environmental Protection has received a request submitted by the National Marine Fisheries Service-Northeast Region (the applicant) pursuant to Section 307(c)(1) of the Coastal Zone Management Act to review proposed management activities related to the Atlantic mackerel, squid and butterfish fisheries for consistency with the enforceable policies of Connecticut’s federally approved Coastal Management Program as contained in Sections 22a-90 through 22a-112 of the Connecticut General Statutes.

The applicant has proposed Amendment 9 to the Atlantic Mackerel, Squid and Butterfish (MSB) Fishery Management Plan. Amendment 9 would: allow for multi-year specifications for mackerel, butterfish, Illex squid and Loligo squid for up to three years; extend the moratorium on entry into the Illex squid fishery, without a sunset provision; adopt biological reference points recommended by the Stock Assessment Review Committee for Loligo squid; designate Essential Fish Habitat (EFH) for Loligo squid eggs based on best available scientific information; and prohibit bottom trawling by MSB-permitted vessels in Lydonia and Oceanographers Canyons.

Interested persons may obtain copies of the proposal from Carrie Nordeen, Fishery Policy Analyst, National Marine Fisheries Service, Northeast Regional Office, One Blackburn Drive, Gloucester, MA 01930-2298, or by phone at 978-281-9272. A summary of the applicant’s proposal is also available for inspection at the Office of Long Island Sound Programs, Department of Environmental Protection, 79 Elm Street, Hartford, from 8:30 a.m. - 3:30 p.m., Monday through Friday.

All interested parties are invited to express their views on this action. Written comments must be submitted to the Department no later than May 7, 2008.
