Low tide is tough. It depends on where you're fishing. Fish tend to move around A LOT more as the tides change. You just need to find them. I prefer incoming to high tide.

Generally as long as the water is "moving" you will be in good shape.

It depends on the spot as far as high and low goes. I have spots I will only fish at high tide, and also spots I will only fish at low tide. Sometimes these spots will produce at either tide, it just depends on if there's food for the predator species. Moving water is also key. Baitfish follow and are sometimes pushed by current. I fish alot of backwater coves and some main river points and pockets, and I always look for an eddy. 9 times out of 10 you WILL catch a fish out of a decent eddy. Shore fishing the river is very difficult due to these variables, but very rewarding when you catch something good.
